The 3 200 l/h is a flow at zero head, as every flow figure on this shelf is, and the 7 m suction height is the figure that decides whether it will lift from your cistern.

The listing states sprinkler operation as a use. What decides it is pressure at the head, and no head figure is published here — so the honest answer from this page is that the maker says yes and does not publish the number that would confirm it.
