A switch decides when the motor stops. A brake decides when the tines stop, and those are different moments: twenty-four blades on a shaft carry enough momentum to keep turning after the power has gone. On a machine you steer at ankle height, the length of that interval is the safety feature.

A tiller is front-heavy and has no wheels in use — the tines are what it stands on. Getting it from the shed to the plot means either carrying it or dragging it on the blades across your paving.

Because the tines carry momentum. A machine whose motor has stopped but whose tines are still turning is still a machine with rotating blades at ankle height, and a brake shortens that interval to something short.
They fold, which is the normal arrangement: down for wheeling the machine across paving, up and out of the way so the tines reach full depth. A tiller with wheels permanently down cannot dig.
The listing states powder-coated steel with high-quality PP plastic. On a machine that throws grit and meets stones, steel where the impacts land is the right material, and the coating is corrosion protection on something that lives in wet soil.
